2022年8月10日，國務(wù)院臺灣事務(wù)辦公室、國務(wù)院新聞辦公室發(fā)表《臺灣問題與新時(shí)代中國統(tǒng)一事業(yè)》白皮書，進(jìn)一步重申臺灣是中國的一部分的事實(shí)和現(xiàn)狀，展現(xiàn)中國共產(chǎn)黨和中國人民追求祖國統(tǒng)一的堅(jiān)定意志和堅(jiān)強(qiáng)決心，闡述中國共產(chǎn)黨和中國政府在新時(shí)代推進(jìn)實(shí)現(xiàn)祖國統(tǒng)一的立場和政策。目前，該書英文版已由中國外文局所屬外文出版社出版，法、俄、西、阿、德、日文版將陸續(xù)出版。中國外文局翻譯院、外文出版社梳理重要表述和相關(guān)術(shù)語，形成漢英對照。本刊轉(zhuǎn)載，供業(yè)界及相關(guān)人士參考。

Resolving the Taiwan question and realizing China's complete reunification is a shared aspiration of all the sons and daughters of the Chinese nation. It is indispensable for the realization of China's rejuvenation. It is also a historic mission of the Communist Party of China (CPC). The CPC, the Chinese government, and the Chinese people have striven for decades to achieve this goal.

The CPC has united the Chinese people and led them in fulfilling the First Centenary Goal of building a moderately prosperous society in all respects as scheduled, and in embarking on a new journey towards the Second Centenary Goal of building China into a modern socialist country. The Chinese nation has achieved a historic transformation from standing upright to becoming prosperous and growing in strength, and national rejuvenation is driven by an unstoppable force. This marks a new starting point for reunification.

一個(gè)中國原則是國際社會的普遍共識，是遵守國際關(guān)系基本準(zhǔn)則的應(yīng)有之義。

The one-China principle represents the universal consensus of the international community; it is consistent with the basic norms of international relations.

世界上只有一個(gè)中國，臺灣是中國的一部分的歷史事實(shí)和法理事實(shí)不容置疑，臺灣從來不是一個(gè)國家而是中國的一部分的地位不容改變，任何歪曲事實(shí)、否定和挑戰(zhàn)一個(gè)中國原則的行徑都將以失敗告終。

We are one China, and Taiwan is part of China. This is an indisputable fact supported by history and the law. Taiwan has never been a state; its status as part of China is unalterable. Any attempt to distort these facts and dispute or deny the one-China principle will end in failure.

Taiwan has been an integral part of China's territory since ancient times.

臺灣是包括2300萬臺灣同胞在內(nèi)的全體中國人民的臺灣，中國人民捍衛(wèi)國家主權(quán)和領(lǐng)土完整、維護(hù)中華民族根本利益的決心不可動搖、意志堅(jiān)如磐石，這是挫敗一切“臺獨(dú)”分裂圖謀的根本力量。

Taiwan belongs to all the Chinese people, including the 23 million Taiwan compatriots. The Chinese people are firm in their resolve and have a deep commitment to safeguarding China's sovereignty and territorial integrity, and the fundamental interests of the Chinese nation, and this resolve and commitment will frustrate any attempt to divide the country.

以和平方式實(shí)現(xiàn)祖國統(tǒng)一，最符合包括臺灣同胞在內(nèi)的中華民族整體利益，最有利于中國的長期穩(wěn)定發(fā)展，是中國共產(chǎn)黨和中國政府解決臺灣問題的第一選擇。

National reunification by peaceful means is the first choice of the CPC and the Chinese government in resolving the Taiwan question, as it best serves the interests of the Chinese nation as a whole, including our compatriots in Taiwan, and it works best for the long-term stability and development of China.

在民族復(fù)興的新征程上，中國共產(chǎn)黨和中國政府統(tǒng)籌中華民族偉大復(fù)興戰(zhàn)略全局和世界百年未有之大變局，深入貫徹新時(shí)代中國共產(chǎn)黨解決臺灣問題的總體方略和對臺大政方針，扎實(shí)推動兩岸關(guān)系和平發(fā)展、融合發(fā)展，堅(jiān)定推進(jìn)祖國統(tǒng)一進(jìn)程。

Taking into consideration the overall goal of national rejuvenation in the context of global change on a scale unseen in a century, the CPC and the Chinese government have continued to follow the CPC's fundamental guidelines on the Taiwan question and implement its principles and policies towards Taiwan, and have made concrete efforts to promote peaceful cross-Straits relations, integrate the development of the two sides, and work towards national reunification.

兩岸關(guān)系和平發(fā)展、融合發(fā)展是通向和平統(tǒng)一的重要途徑，是造福兩岸同胞的康莊大道，需要凝聚兩岸同胞力量共同推進(jìn)。我們要在兩岸關(guān)系和平發(fā)展進(jìn)程中深化兩岸融合發(fā)展，密切兩岸交流合作，拉緊兩岸情感紐帶和利益聯(lián)結(jié)，增強(qiáng)兩岸同胞對中華文化和中華民族的認(rèn) 同，鑄牢兩岸命運(yùn)共同體意識，厚植祖國和平統(tǒng)一的基礎(chǔ)。

Peaceful cross-Straits relations and integrated development pave the way for reunification and serve to benefit our people on both sides. Thus, both sides should work together towards this goal. We will extend integrated development, increase exchanges and cooperation, strengthen bonds, and expand common interests in the peaceful development of cross-Straits relations. In this way, we will all identify more closely with the Chinese culture and Chinese nation, and heighten the sense of our shared future. This lays solid foundations for peaceful reunification.

Peaceful cross-Straits reunification is of benefit not only to the Chinese nation, but to all peoples and the international community as a whole. The reunification of China will not harm the legitimate interests of any other country, including any economic interests they might have in Taiwan. On the contrary, it will bring more development opportunities to all countries; it will create more positive momentum for prosperity and stability in the Asia-Pacific and the rest of the world; it will contribute more to building a global community of shared future, promoting world peace and development, and propelling human progress.

具有五千多年文明史的中華民族創(chuàng)造了震古爍今的燦爛文化，對人類社會發(fā)展進(jìn)步作出了重大貢獻(xiàn)。在經(jīng)歷了近代以來從屈辱走向奮起、從落伍走向崛起的百年滄桑之后，中華民族迎來了大發(fā)展大作為的時(shí)代，邁出了走向偉大復(fù)興的鏗鏘步伐。

Over its 5,000-year history, China has created a splendid culture that has shone throughout the world from past times to present, and has made an enormous contribution to human society.
