²  對(duì)加強(qiáng)海上合作的積極行動(dòng)，我們會(huì)傾力支持；對(duì)破壞南海和平穩(wěn)定的挑釁行為，我們會(huì)果斷回應(yīng)。中國(guó)人歷來(lái)講求“以德報(bào)德，以直報(bào)怨”，我們重情義，不會(huì)虧待朋友；我們講原則，堅(jiān)決維護(hù)根本立場(chǎng)。我們應(yīng)維護(hù)和平發(fā)展的大環(huán)境，打造亞洲責(zé)任共同體。地區(qū)動(dòng)蕩是禍，周邊穩(wěn)定是福。

We will give full support to initiatives that help strengthen maritime cooperation. We will not accept acts that undermine stability in the South China Sea. We Chinese believe in repaying kindness with kindness and meeting wrongdoing with justice. We value friendship and never treat friends unfairly, and we also stand by principles and firmly uphold our fundamental position. We should maintain the general environment of peaceful development and build an Asian community of shared responsibilities. Regional turbulence courts disaster while stability in the neighborhood brings prosperity.

²  在經(jīng)濟(jì)全球化背景下，亞洲各國(guó)的發(fā)展，不可能獨(dú)善其身，也不應(yīng)該是“零和博弈”，而是你中有我、我中有你的互利合作，能產(chǎn)生“一加一大于二”的疊加效應(yīng)，甚至是“二乘二大于四”的乘數(shù)效應(yīng)。

In the age of economic globalization, no Asian countries can achieve development in isolation from each other, still less can they pursue development as a “zero-sum game”. Rather, with our interests closely entwined, we the Asian countries need to seek mutually beneficial cooperation where “one plus one can make more than two” and even produces a multiplying effect in which “two timing two makes more than four”.

²  “區(qū)域全面經(jīng)濟(jì)伙伴關(guān)系協(xié)定”(PCEP)是亞洲地區(qū)參與成員最多、規(guī)模最大的貿(mào)易協(xié)定談判，是對(duì)既有成熟自貿(mào)區(qū)的整合。PCEP具有較強(qiáng)的包容性，符合亞洲產(chǎn)業(yè)結(jié)構(gòu)、經(jīng)濟(jì)模式和社會(huì)傳統(tǒng)實(shí)際，采取循序漸進(jìn)的方式，兼顧成員國(guó)不同發(fā)展水平，不排斥其他區(qū)域貿(mào)易安排。

The negotiation on the Regional Comprehensive Economic Partnership is the largest trade agreement negotiation with the most extensive participation in East Asia, and the PCEP is integration of existing mature free trade areas. Being highly inclusive and based on Asia’s industrial structure, economic model and social tradition, the PCEP is a phased-in arrangement that accommodates member countries at different levels of development, and it does not exclude other regional trading arrangements.

²  中國(guó)對(duì)“跨太平洋戰(zhàn)略經(jīng)濟(jì)伙伴關(guān)系協(xié)定”(TPP)持開(kāi)放態(tài)度，只要有利于世界貿(mào)易的發(fā)展，有利于公平開(kāi)放的貿(mào)易環(huán)境，中方樂(lè)見(jiàn)其成。

China takes an open position towards the Trans-pacific Partnership (TPP). As long as the TPP is conducive to the development of global trade and the fostering of an equitable and open trading environment, China is happy to see its conclusion.

²  我們堅(jiān)持維護(hù)世界貿(mào)易組織(WTO)多邊貿(mào)易體制在全球貿(mào)易發(fā)展中的主導(dǎo)地位，RCEP和TPP應(yīng)成為多邊貿(mào)易體制的重要補(bǔ)充，二者可以并行不悖、相互促進(jìn)，希望RCEP在2015年能夠達(dá)成協(xié)議。

We are committed to upholding the central role of WTO multilateral trading system in global trade development. Both the RCEP and the TPP should become important supplements to the multilateral trading system, and these two mechanisms should go hand in hand and reinforce each other. We hope that agreement can be reached on the RCEP by 2015.

²  非洲堪稱(chēng)世界上“三個(gè)一極”。首先，非洲有54個(gè)國(guó)家，注重以“一個(gè)聲音說(shuō)活”，已成為世界政治舞臺(tái)上的重要一極。第二，非洲經(jīng)濟(jì)總量超過(guò)2萬(wàn)億美元，2013年全球增長(zhǎng)最快的10個(gè)國(guó)際，有7個(gè)在非洲，已成為全球經(jīng)濟(jì)增長(zhǎng)的重要一極。第三，非洲有1500多個(gè)民族，文明的多樣性在這里充分體現(xiàn)，是人類(lèi)文明的多彩一極。在世界政治經(jīng)濟(jì)格局中，多幾個(gè)“極”，總比少幾個(gè)“極”要好。非洲的崛起和形成新的一極，將使世界更民主、更穩(wěn)定、更具有活力，也更豐富多彩，更有利于全球和平、發(fā)展和進(jìn)步。

Africa is a “pole” of the world in three ways. First, Africa, home to 54 countries, is committed to “speaking with one voice”. Africa has thus become a major pole in the world political arena. Second, Africa has an economic aggregate of over 2 trillion US dollars. Of the world’s ten fastest growing economies in 2013, seven are in Africa. Africa is, therefore, also a major pole in global economic growth. Third, there are more than 1,500 ethnic groups in Africa. Such cultural diversity on full display here makes Africa a colorful pole in human civilization. In the international political and economic landscape, it is always better to have more “poles” than fewer “poles”. The rise of Africa as a new pole will only make the world more democratic, stable, dynamic and colorful, and better facilitate peace, development and progress in the world.

²  實(shí)現(xiàn)經(jīng)濟(jì)包容性增長(zhǎng)，基礎(chǔ)設(shè)施特別是交通建設(shè)應(yīng)先行。從我和非洲國(guó)家領(lǐng)導(dǎo)人討論中，感到主要有“三大網(wǎng)絡(luò)”可以合作。一是非洲高速鐵路網(wǎng)絡(luò)。二是非洲高速公路網(wǎng)絡(luò)。三是打造非洲區(qū)域航空網(wǎng)絡(luò)。我在同非盟委員會(huì)主席祖馬女士會(huì)見(jiàn)時(shí)，她提出非洲有一個(gè)“世紀(jì)夢(mèng)想”，就是將非洲所有國(guó)家的首都用高速鐵路連接起來(lái)。

To realize inclusive economic growth, one needs to give priority to infrastructural development, in particular transportation. Coming out of my meetings with African leaders, I see the two sides may cooperate on three major networks. First, a network of high-speed railway in Africa. Second, a network of expressway in Africa. Third, an aviation network in Africa. During our meeting a few days ago, AU Commission Chairperson Dr. Nkosazana Dlamini Zuma talked about the African dream of the century to connect the capitals of all African countries with high-speed rail.
